Lettaros Uvir

The Sovereign, at any time, may issue letters patent or essentially edicts that create positions or institutions, or grant honours such as noble titles and coats of arms. These letters are public for anyone to read, and serve as tertiary legislation, coming straight from the mouth of the Sovereign.

One of the main purposes of a letters patent is to publicly declare that an individual owns something, usually a position or item that grants a right to the recipient — such as officer commissions, nobility conferments, creating or disbanding offices that represent the Sovereign or creating government run institutions.

Occassionally, lettaros uvir or literally translated as open letters are also used to declare war on enemy states, serving as an open letter to the population informing them of the situation.
