Rozirre-da-Conseili

When the Sovereign is meeting with his Council, or literally rozirre-da-conseili or Sovereign-in-Council, His ministers are able to propose separate policies and agendas to which He agrees to, and uses His authority to make them law. All decisions that are made by the Sovereign-in-Council are published as RDCs, which serve as secondary legislation.

This system comes from the Constitution, which states that Ministers serve at the Sovereign’s pleasure, and that they shall be responsible for the execution of the Sovereign’s authority, with his approval.

Just like any type of law including Acts of Parliament, decisions made by Sovereign-in-Council are legally able to be challenged by the courts.
