Federal and Provincial Responsibilities

In accordance with the Charter of the Provinces Act of 311 AS, which established the modern Sarovian provincial system, provinces possess specific enumerated powers. It is the responsibility of provincial governments to pass and enforce Provincial Ordinances covering these matters. They are:

  1. Formulating and enforcing provincial election laws, ensuring fair, transparent, and democratic electoral processes within the bounds of the law.
  2. Upholding and safeguarding the human rights of all individuals within each province, ensuring equality, dignity, and freedom from discrimination.
  3. Establishing, should it be deemed necessary, a provincial guild tag ingame, overseen and held by the Chief Minister and host to provincial social activities planned and hosted by the provincial government.
  4. Organizing and managing events and festivals for provincial and federal holidays, as well as creating and celebrating local traditions and pieces of heritage.
  5. Instituting and collecting provincial taxes and managing provincial budgets in order to foster socio-economic development and welfare.
  6. Exercising partial jurisdiction over educational matters in concert with the federal Ministe eui Eduarche, including but not limited to collaborating on the establishment and enforcement of provincial educational curriculums.
  7. Establishing, regulating, and overseeing police forces responsible for maintaining law and order, operating in accordance with provincial and federal law and in accordance with the consent of the Imperial Sarovian Constabulary.
  8. Recognizing and protecting property rights within provinces, safeguarding individuals’ rights to own and utilize property lawfully.
  9. Managing and regulating utilization of natural resources within provinces in accordance with the Leda Declaration, the compact regarding the nature and value of natural resources accepted throughout the Sarovian Commonwealth.
  10. Establishing and/or recognizing corporations and promoting economic activity within provinces.

It is within this sphere that the Ministe eui tel Provencos performs most of its duties, acting as a liaison between the federal government and provincial governments. It ensures that provincial governments are actively enforcing and creating Ordinances, provides federal guidance, and serves as a watchdog to ensure no Provincial Ordinance stands contrary to federal law. In the event that a clash exists between provincial and federal law, the Charter of the Provinces Act empowers the Ministoro eui tel Provencos to veto any Ordinance at any time for any reason provided the veto is promulgated by Rozirre-da-Conseili.
